    One of the main pursuits of the Tumen River Area Development Programme is the economic development in the region. The continuing growth of human population, habitat destruction and fragmentation caused by the expansion of agricultural operation and urbanization preclude the conservation of migratory birds and their habitat. Intensification of the economic activity causes a serious threat to survival of migratory birds population in the region.

    All participating countries recognize that urgent action is required to keep the biodiversity and to conserve migratory birds in the TumenNET region, before they face serious stage caused by habitat loss and destruction. Urgent actions include the identification and development of the most efficient national and international instruments for conservation of migratory birds are needed. And furthermore establishing new reserves in Tumen river area is necessary.

    There are existing conservation cooperations and treaties in other transboundary areas such as Khanka lake(border of Russia and China; Chinese part is Xinkaihu), Daursky-Mongol Dagur(border of Russia, Mongolia and China). Initiative and development of transboundary cooperation on migratory birds conservation in Tumen river area is crucial.

    Problems and constraints

    Basic threats to migratory birds have been increasing. Basic threats are habitat fragmentation, loss of wetlands and transformation of natural landscapes specifically caused by forest cutting, regular forest and "grass" fires, infrastructure development such as construction of roads etc. The rapid growth of automobile and trasportation also affect as threats. Spring hunting and poaching influent negatively on birds. The absence of unified co-ordinated system for the conservation of migratory birds in East Asia region. One of the main priority in conservation of migratory birds is avoidance of habitat fragmentation. The basic threats to migratory birds have the international nature and are related first of all to the "human" factor (stable tendency to the population growth and transformation of landscapes). Knowledge gaps between countries are the next problem. There is a shortage or lack of information about current status, seasonal distribution of important species.

    At present, the natural communities of the wetlands are under threat; in recent years, the large-scale project "TRADP" has been prepared within the framework of the UN Program. Its aim is to transform the region into the great transport and industrial complex.

    There is one more threat to the nature of this area - project of the development of the titanium-magnetite field within the beach belt (300 m wide) from the Tumen River mouth to the boundary of the Far-Eastern Marine Reserve. The sand extraction will inevitably lead to disappearance of accumulations of ducks, shore birds in lagoons throughout marine beach and adjacent coastal waters. The places of stopovers of cranes will disappear near lagoons. Due to the withdrawal of vast volumes of sand, the lagoons will evidently disappear. The roads which will be laid to the mining will cut the whole wetland complex and make it assessible for public. Many times increasing due to this anxiety (trouble) factor and poaching will supplement and complete the physical destruction of the most valuable wetlands in the Tumen River lower reaches.

    The project of establishing the international airport "Sonbon" near the Tumen River mouth is a serious threat to birds. A complexity of situation is that the birds are also a threat to aircrafts. The location of the airport along the spring and fall migration route. as well as within the area of functioning of two large colonies of sea birds is fraught with emergence of catastrophic situations.

    Recommandations

    Some necessary lines of activities for the conservation of migratory birds in Tumen area are :

    · Improvement of the international legal instruments.

    Countries in TumenNET region should be encouraged to seek the most effective legal mechanism to achieve the conservation of migratory birds of Tumen river area. This will be by signing of bilateral conventions or ratification of already existing multilateral conventions concerning the migratory birds and their habitats such as Ramsar Convention or Bonn Convention.

    · Establishment of the agreed service of the migratory birds monitoring.

    · Improvement of national systems of the biological resources management.

    · Assessment of hunting impact (statistics, withdrawal volume, value in the life of people), traditions, hunting legislation etc. Other ways of using migratory birds.

    · Marking of particular populations of migratory birds. Information about their seasonal distribution is a basis for decision-making.

    · A complex of studies related to the assessment of the state (condition) of particular species or groups of birds (number, distribution, other biological characteristics).

    Further research should be carried out on migratory birds of Tumen River area, specifically with respect to their requirements at staging areas during the spring and autumn migrations. Research should be made to identify key staging areas, and to determine the most appropriate mechanisms to safeguard these sites. In addition, more attention should be paid to seabird colonies.

    · Establishment of the information system.

    · Working out of the Action Plans and general strategy.

    Some organizational steps:

    Special meeting on a problem "Establishment of the acting system of the international biological resource management", "Migratory birds of the Asiatic-Pacific Flyway".

    Improvement of general strategy and particular strategies (particular species or groups).

    Establishment of the working group (or working groups).

    Establishment of the “Tumen river wetland” territory (Russian Part) the Ramsar site.

    Increasing in the area of the existing reserves.
